Feature Request - Add a scene region for automatically applying modifiers to rolls originating from tokens within them (and/or rolls targeting tokens within them)

Basic example would be something like illumination, being able to auto-add -2/-4/-6 for dim/dark/pitch-black if a token within a certain region is targeted while a trait is rolled.
