Mean Hindrance is missing an Effect for modifying Persuasion

The Mean Hindrance indicates, "Mean characters subtract 1 from Persuasion rolls." This is similar to the effect of the Ugly Hindrance. However, Ugly does add an effect to support this penalty, but the Mean Hindrance does not.

Suggest the same modifier be added to Mean.
