Missed this when converting the package mete-date from setup.py to setup.cfg.

PyPDF2 v1.28 introduced quite some deprecations and some incompatible changes.
Take the chance and update to PyPDF v2.x, which include some breaking changes.
Since 2.0.0 did expose the PageObject only from a module marked as internal,
v2.1.1 is required.

PyPDF2 1.28 is the version where incompatible changes have been introduces.

Reportlab (which is required for building the test-files) required Python 3.6+
or newer.

This allows opening PDFs containing unimportant errors like
"Multiple definitions in dictionary at byte 0x30b for key /Type".

Closes #11.

The `--help-box-definitions` message referenced to the non-existing
option `--help-media-size`.

Closes #13.

This is a post-release version as described in PEP 440.

PEP-0527 discusses sdist file-formats and concludes that only .zip and
.taz.gz should be allowed in future.

Uploading docs to pythonhosted is no longer possible.

This was indeed missing.
