Dialog to request blurring (even on future photos)

Hi, currently the request on blurring is basically an email template, containig the id of the currently vissible photo.

I like to suggest, to replace this with a more fine grained feature, allowing you to:

• stay within the webfrontend - show that privacy is important
• mark / label areas of the photo that need to be blured
• submit multiple photos at once
• mark locations on map (e.g. your house, restaurant, ...) to avoid recordings on future photos

Some more thoughts on:

• anonymous submissions - Do we allow everybody or only signed up people to request bluring? (simplicity vs. backlog)
• confirm identity / property ownership - Avoid storing confidential data and huge legal identification + chaining issues
• avoid spam - Esp. for anonymous edits we should avoid bots, same message submissions, ...
• moderation workflow - Looking at the fediverse, the workflow to review user generated content (and possible legal issues) is a important task that needs to be handy for mods and admins

Some of the points result from the discussion on OSM DE community. Some users with legal experience agree, that the possibility to blur / avoid publishing is essential here in Germany 😉
