Display every instance pictures by default / allow to filter

Currently

All instances pictures are only displayed on the meta-instance. That could be confusing for the user on an instance, as missing pictures are not even displayed.

Proposal

I propose that every picture (including the ones from other federated instances) is displayed by default on every federated instance.
