Way forward for template project?

In the upstream project, issue oer/emacs-reveal-howto#11 (closed) suggests that I create a project template. I wonder about the best way forward. Might this pages project be a template project as well? Or the upstream project?

I would like to avoid redundant work. Actually, even this pages example would benefit from maintenance, which I neglected in the past. Are there best practices to follow? Suggestions would be highly appreciated!
