Come up with a response to a Declare commmand that A:

1. Deal with inaccurate info from pilots (bearing and range)
2. Deal with no range info (i.e. A-10s, Harriers who have to eye-ball it)
3. Pilots will be able to trust won't lead them to shooting down a friendly.

Combination of Circle around target point plus ice-cream cone from calling player should cover most of the above. Warnings about friendlies will depend on if the friendly is in the circle or the cone.
