QSL updates show as all deleted / new in QSL update screen

If you have a question set (nested) inside a question set, when you update the nested question set, even if there was a change in only 1 question, it shows the entirety of the question set as removed and readded (see below). Not ideal behavior (behavior should just flag the one quesiton that changed) but not terrible, just figured I'd post.

Curiuos to know the cause (what is changing that is causing that to occur)?
