Bug: Cannot use underscore and dash in the survey builder when first creating a survey

We often use _ in the value of surveys when the value includes multiple words. However, recently I have had trouble getting the _ or - to work.

Based on further testing, it appears the inability to add a _ or - occurs only when a question is first added. I used this survey for testing:

What I did:

1. I created a text question, and then tried to enter test_1 as the value. I was not able to add an _, so I entered test1.
2. I created a multiple choice question and tried to enter test_2, I couldn't add the _ so entered test2.
3. I returned to the test1 question and was then WHEN RETURNING TO THE QUESTION I was able to edit test1 -> test_1
4. I was able to replcate that behaviour when adding a checkbox test3 question and then returning to test2 and editing to test_3
