Survey Results Page - Prevent selection of rows you do not have rights to

Do not allow selection of rows in the "Table" view on the Survey Results Page unless the user has access to take actions (reassign, archive, resubmit) with that submission. If the user attempts to select the row, display a tooltip explaining that they do not have rights to take actions with that submission.
