@refresh and /fastrefresh
Description
Adding the @refresh command. Synchronises client with server.
Adding the /fastrefresh command. Makes @refresh synchronise without flashing the entire screen. Implemented on DoM/RoM.
Rationale
+Extremely useful quality of life command that does not appear to really have exploitable issues. +Corrects position lag, which is very applicable to any player, let alone players like me with 350ms. +Removes dead monster sprites and dead cells of AoE spells (e.g. leftover LP/songs/etc). +/fastrefresh doesn't give you seizures as you refresh the screen. +Necessary in competitive WoE/PvP. Whilst not here currently, if you ever wish to consider greater competition, it is necessary.
/Extremely common quality of life command on private servers.
-the snap sit refresh thing mentioned in the previous suggestion thread (which I am unfamiliar with, so I cannot expand on this issue). -??

Appears to have been previously suggested here, without any closure (other than simply being closed): https://gitlab.com/OriginsRO/OriginsRO/issues/136 Keeping a 'it was like that in the officials' tagline is inconsistent with the general approach of the server, seeing as we have inconsistent mob drops and exp with the current episode, inconsistent skills with episode, other quality of life commands, and custom npcs/events.
