NPC: Status Relocator

This is suggestion meant to reduce the amount of trouble people should have to face when building their characters here. I started thinking about this as soon as I opened a pre-RE calculator to start planning my future WoE and PvM chars. Since we'll start from Episode 0.1, many items will be slowly brought to the server. Therefore, one should face a valid dilemma: what to plan for? Plan too far ahead, and the character will be considerably weak for way too long, plan for the current episode, and the character will be a ticking bomb, waiting to just become outdated.
Sure there can be other ways to try to circumvent this issue, such as the revisiting the Valkyrie to become a 1/1 High Novice, but it's good to keep in mind that when the Kafra Shop was introduced, full resets soon reached the market, so later updates were probably made with one thing in mind: people could restart their builds to accommodate new gear. However, full resets are out of questions, they make builds that are supposed to be harder too easy to achieve, thus hurting game balance between classes.
One way to avoid having to remake a large amount of characters is to implement the Status Relocator, at least temporarily, while updates are coming. How it works? Every set amount of days (days, any smalled unit of time is abusable), and I recommend about 21, each character has a chance to remove 1 (just ONE) point from a status point and get the points relative to that back, after paying a certain fee (to avoid people relocating just because). Some extra care has to be taken, especially when reducing STR while being dangerously close to weight limit, or bringing the values of VIT+DEX, STR+INT or AGI+LUK below 10 on non-reborn characters, because oRO will enforce the status hexagon.
I'd like to hear what players have to say about this. It doesn't hurt class balance, it minimizes the headache of rereborning or completely remaking a character simply because new gear became available (or Diabolos gear became viable), and allows people to play freely without having to worry about the next Episode uptade that'll hit the server.
Thanks.
