Ported to use wgactions to allow use with mediawiki 1.32

I needed this working again under mediawiki 1.32. This code is now functional, but needs further testing. I am by no means a php expert, or knowledgeable in mediawiki extension development. Someone with more experience should go through this code. However, for my purposes, PdfBook is now working again under mediawiki 1.32
