Summary

Should not load the item info from HDS for all fine.

What is the current bug behavior?

The library fine view is trying to get the infos of the (with the fine) related item infos via HDS.

What is the expected correct behavior?

This should only happen, if a fine is related to an item. There are some fees that are not related to any item (e.g. book).
