Remove Palantir Git Version

Replaces the Git Palantir version by a regular Gradle property.

The Git Palantir plugin is not very stable, and requires Java 17. This simplifies the build.

Test plan:

  • the generated documentation should display the correct version (NOT 0.1.0-DEV, but something like 0.7.1+abhjazqbh)
