Drop tables of "equivalent" strengths.

Drop confusing (and self-contradictory) guidance about what symmetric cipher to use.

Relocate basic prescriptions about ECC.

Drop redundant prohibition of SHA-1 (well, it will be redundant once !48 (merged) is merged).

Drop redundant requirement of MDC.

Make ECC side channel attacks its own bulleted security consideration.
