Need full table (all columns) for "Notation Flags" IANA registry

the section "Signature Notation Data Subpacket Notation Flags" asks IANA to create a new registry, but it doesn't offer a table for initial population.

In particular, it asks for columns:

"Flag", "Description", "Security Recommended", "Interoperability Recommended", and "Reference".

But the "Notation Data" section only really offers "Flag" and "Description" (and "shorthand"). Presumably "Reference" would be "this document", but it's unclear what "Security Recommended" or "Interoperability Recommended" even means, or how to populate the single row that will be in this initial table.

This needs clarification.

10.2.2.2. Signature Notation Data Subpacket Notation Flags creates a new registry but it doesn't point to a section with initial values. It should probably link to table 7 of section 5.2.3.16, although that would need additional columns.
