FE: Update typescript-eslint packages

Update @typescript-eslint/eslint-plugin and @typescript-eslint/parser to 4.3.0 (make sure they are both updated at the same time!)

Re-enable //"airbnb-typescript", in .eslintrc

Fix errors. If it is too much - add ignore comments and create new tickets for the files with comments
