Add SHORT_TEST and SHORT_VA_TEST types for short test sigmets
Add new message types for short (va) test sigmets:
SHORT_TESTSHORT_VA_TEST
This will allow us to get rid of some of the type conversion hacks in the frontend. It will also allow us to fix the bug that came up in the FE review.
