Assigning story points should imply assigning Time estimates

Under Task Workflows we have:
- Refine the task. This means to improve its description to match the task description standard, determine whether it's appropriate for the sprint, who should take it, who should review it, and how many story points it probably requires. To ease planning, this should be done as early as possible - but in any case, no later than the end of the Friday before the sprint start.
Creating a task:original estimate and remaining estimate: these can be decided later by the assignee. Because there's a rubric, any task that has Story Points should be assigned a time estimate by whoever assigned the points. So adding a time estimate should be done early, just as the points are assigned.
If the estimate is wrong, it can always be refined later but leaving it blank increases entropy.
