[BB-7032] Allow force submit and partial save text

"As a team member, I want clarity on the save state of my checklist and to be able to forcibly submit my checklist so that I can work within real-world constraints"

Full description

Add text explaining the save-in-progress functionality of checklists to the checklist page, and add the ability for team members to forcibly submit checklists even if all required items have not been filled out.
