Add "shoutouts"/positive feedback box in Core Contributors tracker

Per feedback gathered in an informal survey of core contributors, there is a desire for better forums for providing and receiving positive feedback and congratulations for successes. Adding a box to the Core Contributor checkin would be a good start. It would be additionally great to have the functionality to @-mention someone, as Friday did.
