Investigate use of Xilinx 2021.2 Tools

Task

Developers of opencpi test the xilinx 2021.1 tools to be supported and possibly used in the different runners for the pipeline. Currently some issues are failing in pipelines that are hopefully fixed in newer versions of Xilinx Vivado, most notably XSIM failures when too many jobs are asking for the same tool.

The goal of this issue is to test the tools and verify what works and what is broken by the newer tools. Also to evaluate whether or not updating to these new tools is worth it in the current PI (if it's low hanging fruit or not). Most likely a large issue with multiple developers taking some time to set up the tools and run tests. The more systems that can be tested the better confidence we can have.
