Add zcu102 HDL platform source code (no doc yet)

A FOSS zcu102 platform already exists: https://github.com/Geontech/bsp_zcu1xx/tree/release_1.4_zynq_ultra/hdl/platforms/zcu102. This is dependent upon a 1.4-based fork of opencpi.git: https://github.com/Geontech/opencpi/tree/release_1.4_zynq_ultra

Tasks:

• merge the hdl/platform source code into the gitlab baseline
