Change default location of Project Explorer

Existing feature/capability to improve

Current location of Project Explorer is /opencpi/projects. As this is already populated by default opencpi components, pointing the location to an empty directory that only contains user projects would alleviate confusion.

This will be more complicated than just point the Project Explorer view to a new location. All supporting dialogs and other path references will have to be adjusted to point to either the new location or confirm that they are pointing to the location of /opencpi.

Define success

When the GUI is opened, the Project Explorer will be empty. Only user created assets will be showing.
