occtl: Missing column headers in "show ip bans"

occtl show ip bans command in ocserv-1.3.0 does not display column headers.

Current output

# occtl show ip bans
   11.22.33.44             88               2025-12-12 19:01 ( 3m:55s)

Expected output

# occtl show ip bans
            IP          score                        expires
   11.22.33.44             88               2025-12-12 19:01 ( 3m:55s)

I will prepare a patch to address it.
