Duplicate IPv6 addresses assigned for user

Using 0.10.8, if the same user connects twice (e.g. from different devices), they get a different IPv4 address for each device ... but the same IPv6 address everywhere. (All IPv6 traffic goes to the oldest connected device.)

(predictable-ips is enabled, and ipv6-network is a /80 subnet.)
