[Bug] pre login banner not being fully transfered

Hi,

I have set the pre-login banner longer than 180 words including the space. The ocserv only sent the first 180 words to the client so it causes the message cannot be fully shown on the anyconnect.

Is there a method to solve it since I didn't see the message size modification in the pre-login branch test?
