Fixes ISSUE-44969: Run MisfirePolicyTest both clustered and non-clustered

MisfirePolicyTest was previously running on the current configuration of users quartz.properties. That meant testing was not complete, it only checked the current environment.

Now it has been parametrized to test both non-clustered and clustered configurations.
