Create rekor openshift group

I'd like to setup argocd access/projects for the rekor team see here for more info. For this they will need an openshift group created.

@lhinds this group will be used to provide edit access to argocd apps for the rekor team on the console. We'll need the usernames for the folks that will be on this team. The usernames correspond to the email address they'll be using to sign in to moc (with the @ domain included).

Once we have the users @larsks can we create an openshift group called rekor with those users added.
