Change the naming of blocklist parameters properties files

There are parameters that are blocked from modification in StackGres, current naming is not correct and needs to be changed:

pgbouncer-blacklist.properties -> pgbouncer-blocklist.properties

postgresql-blacklist.properties -> postgresql-blocklist.properties
