Collapse empty repeaters on forms

Summary

Some sections on the Create forms contain repeaters and can be very long and hard navigate. In order to make the forms less overwhelming, we can collapse those empty repeaters. The user can add any item if needed, and the form is easier to navigate.

As an example:
