[Docker] Rclone config permissions incorrect in :latest

Despite passing OLARIS_UID and OLARIS_GID to the container, the log showed that the olaris user didn't have permission to access the file. I was able to fix this by entering the container and manually running chown olaris:olaris /home/olaris/.config/rclone/rclone.conf.
