double trans-unit with same ID from IDML documents with change track

IDML documents with activated change track/deleted text can be converted to .xlf, though the xliff-document does not validate against the xliff schema.

The problem is that trans-units are doubled with the same ID (e.g. see Screenshot). I also attached the corresponding story.xml in order to better identify the problem.
