Cannot use okf_properties-html-subfilter from tikal

Using 16-SNAPSHOT (and also tried 15), and
tikal -x allStrings.properties -fc okf_properties-html-subfilter
results in ERROR: Unkown subfilter: okf_html

I have also tried -fc "okf_properties-html-subfilter", -fc okf_properties_html_subfilter.

Calling tikal -e shows okf_properties-html-subfilter, creating a configuration from it results in a .fprm that also can't be used in tikal for -fc (same Unkown subfilter: okf_html) error.
