OpenXML Filter: DOCX: the style optimisation is performed when the allowWordStyleOptimisation parameter is set to false

This is a follow-up for issue #1438.

Default formatting values are removed from run properties unconditionally. As the table styles are unconsidered for now, it is essential to support conditional style optimisation for default values then.
