Add InlineCodeFinder support to the XLIFF Filter

This is a request we've gotten; the immediate use case is as a way to handle HTML tags that are (incorrectly) included in the XLIFF content, but also to handle ad-hoc variable syntaxes, etc, that may appear in XLIFFs.
