[CI] Added missing time parameter for slurm job

A "time" parameter was missing from the zen4 job submission. This made it so that slurm on the CI defaulted to 1 hour, which proved insufficient as the complexity of the build grew. This change applies a 2 hour timeout which should be more than plenty
