Improvement for oct-conductivity

Description

Fix a minor bug for transient absorption and remove the constant current when there is no smearing (i.e. for non-metalic systems).

Is this tested somewhere?

The utility is covered by a test. This covers most of the change. The only line not covered is the bugfix where one line is moved up. This is really for a special case that I am not sure deserves a test.
