Fix autoconf warnings
Description
There were warnings about the m4 folder; moreover use the same m4 folder for spglib and octopus. Add the libtool m4 files to the .gitignore file.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
