Improve multisystem user experience

• Fix RestartOptions with namespaces: at the moment if one uses the System.RestartOptions syntax, the code does not find the restart folder.
• Default TDSystemPropagator is static, this is a very different behavior from the legacy code and should be fixed (each system should have a different default propagator)
• Solve lagging that happens when using different timesteps and timing_exact.
