Soft Coulomb return warning about unknown XC

From the test finite_systems_1d/04-lithium.01-ground_state.inp, we get

** Warning:
**   Unknown XC functional for species 'Li'

We should not have this warning, as a soft Coulomb obviously has no XC. The solution is to draw this warning only if we have a pseudopotential for the species.
