Improves on the prior commit.

 - Fix the parsing of pseudopotentials with multi-projectors per angular momentum
 - Change the variable hamann to j_dependent which is more explicit
 - Fix some problems with PSP8 and make explicit some more
 - Adding a test for the newly supported pseudopotentials
