Toward Berry phase as external potential

Description

This merge request moves some of the Berry-phase related code to the external potential routines. This is needed for treating this as an interaction. At the moment this mostly adds a test for the Berry phase and fixes a problem with ND-ND periodic calculation with a static electric field.
