Stress tensor from DFT+U

We are currently missing the DFT+U contribution to the stress tensor.

We should look into the paper https://journals.aps.org/prb/pdf/10.1103/PhysRevB.94.245126

This needs to be extended to the DFT+U+V case, where we are also missing forces.
