Exchange energy for Hartree-Fock and hybrid functionas without ACE

During the calculations (SCF or TD), the exchange energy is not computed for the contribution from the Fock operator, except if one uses the Adaptively Compressed Exchange (ACE).

The energy in the static/info is still correct, but does not match what the standard output display.
