Control law module

In nyx::control_laws there should be at least the following laws:

• Ruggiero (with efficiency computations)
• Naasz
• Fourier series (using N terms, possibly handled by a VectorN). Concerning the Fourier series, it is vital that it allows for an update of the coefficients to use from a main mission (we might need to change these at each orbit of a mission)
