Ubuntu 18.04 with CUDA 9.0?

I am trying to build docker images to run where the host OS is Ubuntu 16.04, with nvidia-384 drivers. There are known issues preventing us from upgrading those drivers. This seems to limit me to CUDA 9.0, however there is no Ubuntu 18.04 image provided going back that far. Is there any way to make one myself?
