lte: Reset preamble transmission count before starting NC based RACH

Issue:

The preamble transmission counter is not reset before starting a Non-Contention (NC) based random access procedure.

Buggy behavior:

Due to the accumulation of this counter, a UE is reaching the maximum preamble transmission count even after the first retransmission, which results in NC based random access failure.
