Update VS Code files to support Windows Subsystem for Linux (WSL)

An alternative way to run ns-3 in Windows is to use the Visual Studio Code editor with the Windows Subsystem for Linux (WSL). The ns-3 codebase already has support for VS Code in Linux (with the files located in the ".vscode/" folder. However, WSL requires some additional configuration to run.
